This document provides a presentation of the Common Agricultural Policy. It analyses the CAP reforms which have proven to be so difficult to implement. Is the reform of the CAP really possible? This essay describes how the main players in the agricultural sector interact, effect and influence one another.

[...] Agriculture has always been considered as a special sector that merits special and advantageous treatments. The uniqueness of this area is based on five socio-political factors. First the prices of agricultural goods have to be regulated because they are subject to considerable fluctuations. In addition the demand for food in developed countries is inelastic; unlike demand for cars, the consumption of food does not increase if its prices fall. Second the dependence to foodstuffs importations creates vulnerability to external pressures. [...]


[...] For example, the Commission usually required agricultural groups’ knowledge and experience. Third, the unity and the group consciousness of the agricultural sector is a source of strength. Moreover, its high rate of mobilisation and its capacity to resort to direct action increase its influence. Fourth, the agricultural lobbies are not counter balanced by a strong opponent, which defends contrary claims. Consumers, taxpayers, environmentalists have not the group consciousness, the “insider status” and the economic and political power of the farmers community. [...]


[...] The purpose of the creation of the CAP was to respond to these necessities. Its main objectives were the increasing of the agricultural productivity, the assurance of the standard living of the agricultural community, the availability of the supplies, at reasonable prices for these supplies and the stabilization of the market. There are four pillars whereby these objectives are filled. The European Union is a single internal market that insures free circulation of European’s agricultural goods and unique prices. The support of prices is assured by a system of guaranteed prices for farmers and by the control and regulation of the market prices. [...]


[...] Thus the question of the CAP reform is not taboo anymore. Despite of these evolutions the CAP changed only a little. That’s why it is important now to describe the various conflicting forces acting upon the CAP for its continued stability or for change. II.Reform A.Firstly Firstly, the complexity in reforming the CAP can be explained by the fact that it involves both national and international interests. The national interest, or more probably economic interest, is involved because the CAP doesn’t benefit to all member states equally. [...]
